The back of a skincare product lists every ingredient in the formulation, ranked by concentration from highest to lowest. That list is the most informative piece of information on the entire package, and almost nobody reads it correctly. We asked a cosmetic chemist with 20 years of formulation experience to walk us through what each part of a standard ingredient list tells you, what it hides, and how to use it to make purchasing decisions based on evidence rather than front-label marketing.
The Descending Order Rule
In the United States, the FDA requires that cosmetic ingredients be listed in descending order of concentration down to one percent. Below one percent, ingredients may appear in any order. This means the first five to eight ingredients typically make up 80 to 90 percent of the product by weight. Everything that follows is present at one percent or less.
The practical implication is significant. If a product’s marketing highlights a specific active ingredient, such as niacinamide, hyaluronic acid, or vitamin C, and that ingredient appears ninth or tenth on the list, it is almost certainly present below one percent. At those concentrations, the published clinical evidence for most actives shows no measurable benefit. A niacinamide serum whose label says “With Niacinamide” but lists it after fragrance is not delivering the 2 to 5 percent concentration that clinical trials used to demonstrate its effects on pore size and hyperpigmentation.
The One Percent Line
There is no visible marker on an ingredient list showing where the one-percent threshold falls. Experienced formulators use known landmarks. Phenoxyethanol, the most common preservative in modern skincare, is used at a maximum concentration of one percent in both the EU and US. Tocopherol, or vitamin E, is typically used between 0.5 and one percent. Fragrance or parfum is almost always below one percent. When you see these ingredients, you have likely crossed the threshold.
Everything above that line is present in a meaningful amount. Everything below it may be there for a functional reason, such as a preservative, a pH adjuster, or a chelating agent, or it may be there primarily for the label, what chemists sometimes call pixie dust: enough to list on the ingredient panel but not enough to do anything for the skin.
What the Names Mean
Ingredient lists use INCI nomenclature, the International Nomenclature of Cosmetic Ingredients, a standardized naming system that mixes Latin binomials for botanical extracts with chemical names for synthetic ingredients. Aqua is water. Cetearyl alcohol is a fatty alcohol used as an emollient and emulsifier, unrelated to drying alcohols like denatured alcohol or isopropyl alcohol. Sodium hyaluronate is the salt form of hyaluronic acid, smaller in molecular weight and often better absorbed.
The naming conventions can obscure rather than clarify. A product labeled “alcohol-free” may contain cetyl alcohol and cetearyl alcohol, both of which are beneficial emollients. A product that does contain drying alcohol may list it as “alcohol denat.” and place it high on the ingredient list, where its position tells you more about the formulation than the front label does.
Concentration Claims
When a product states a percentage on the front label, such as “10% Niacinamide” or “20% Vitamin C,” that number is not regulated in the same way as ingredient order. It is a marketing claim, and while reputable brands report it honestly, there is no pre-market verification. The ingredient list is the FDA-regulated element. If a product claims 10 percent niacinamide, niacinamide should appear within the first three to five ingredients after water and the primary base ingredients.
For ingredients with well-established effective concentration ranges, such as niacinamide at 2 to 5 percent, salicylic acid at 0.5 to 2 percent, or glycolic acid at 5 to 10 percent for leave-on products, the position on the ingredient list gives you a rough but useful check on whether the claim is plausible.
What a Chemist Looks For
Our consulting chemist offered a simple protocol for any product evaluation. First, check the first five ingredients. They define the product’s base and determine its texture, absorption, and stability. Second, find the active ingredient the product is sold on and check whether it sits above or below the one-percent landmarks. Third, look for known irritants in the context of your skin type. Fragrance, essential oils, and drying alcohols in the top half of the list are worth noting. Fourth, ignore the length of the ingredient list. More ingredients do not mean a better product, and in some cases they mean a less stable one.
The ingredient list will not tell you everything. It will not tell you the pH, the encapsulation method, or the product’s stability over time. But it will tell you whether the active ingredient you are paying for is present in a meaningful amount, and that information alone is worth more than most front-label marketing.
